The Public Administration and Policy – An Asia-Pacific Journal (PAP) is a semi-annual refereed journal jointly sponsored by the and SPEED, The Hong Kong Polytechnic University. From 2018 onwards, PAP will have online publication and global dissemination on the Emerald Insight platform.

Aims & scope

The journal is devoted to the integration of theories and practice of public administration and management, with special emphasis on the Asia-Pacific region. PAP seeks to play a useful role in contributing to the improvement of public sector management by highlighting issues, problems and solutions through efficient and innovative management of public services.

Academics, government officials, and executives in non-profit and business organisations are welcomed to contribute articles to the journal. Through the new Emerald platform, we look for articles related to the latest regional development such as the One Belt One Road initiatives and impacts of digital and artificial intelligence on public governance.

PAP publishes 2 issues per annum.

Peer review

PAP operates a double blind peer review model. All articles undergo an initial assessment by the journal editors. If they are considered suitable for peer review, articles will then be reviewed by a minimum of two external reviewers to assess its suitability for publication. Final responsibility for editorial decisions rest with the journal editors.

Open access

All articles published in PAP are published Open Access under a CC BY 4.0 licence. For further information on licencing please see the author guidelines.

Publishing Services partnership

PAP is published by Emerald Publishing on behalf of the Hong Kong Public Administration Association and SPEED, The Hong Kong Polytechnic University. PAP is published under a platinum OA arrangement, in that all charges for publishing an OA article in PAP are funded by the Hong Kong Public Administration Association and SPEED, The Hong Kong Polytechnic University. There is no charge to the author.
